Tasmanian may launch independent audit of cloud seeding program

Australia’s chief scientist has said a $1bn project designed to deliver the first government-backed cloud seeding program could be set up independently from an independent review panel.

Australia’s federal and state governments have approved the program since it was initiated almost a decade ago but it’s been plagued by questions over its viability.
Labor has said the program should start by mid-2016 but Australian environmental groups and a leading independent regulator have voiced concerns about its reliability.
“It can go forward by an independent independent oversight panel, it has to have the right sort of certification — for this to be a commercially viable product, that it meets the criteria that governments can have with that product,” Professor Engdahl said.
The project was started in 2013, but has languished in Canberra.
He said the project “just couldn’t get to a point” where it could be run on its own.
The $1 billion project is one of four planned by Australian banks, which are each under pressure from the industry over their costs, a lack of clarity over how it will be funded and the ongoing difficulty of ensuring it is delivering what it says it will.
In its most detailed response so far to the review of its cloud seeding program, the Commonwealth Bank said the independent review needed to be set up for public approval.

The review had found “there were no reliable or verifiable benchmarks” for cloud seeding in order to evaluate and validate the project’s quality.
